In 1986 Jeannette Perkins tells Philadelphia police that her daughter is missing. Friends report last seeing her last at church service held in the home of an eccentric neighbor, but the investigation goes cold. Months later, Josephina Rivera, a prostitute who's been missing for months franticly tells police that she has been held captive in the basement of a madman. When police descend on the house in question they make a shocking discovery.
